I remember reading an article in one of the local papers that Loudoun will be suppling cell phones for those that can not afford one...Was I dreaming? I believe that the reasoning behind this, was that everybody should have the opportunity to stay in touch with friends, family and work. 

Since when are cell phones part of the welfare system? To qualify for this service one must provide verifacation that they are receiving some type of public assistance. Once they get their phones-will we pay the bills as well?
